Windows does not normally provide a brightness control in Display Settings for external monitors connected through a Plugable DisplayLink-based docking station or USB graphics adapter.
To adjust the brightness of an external monitor, use the monitor's built-in controls or on-screen display (OSD).

Answer
The brightness slider available in Settings > System > Display is primarily intended for supported built-in displays, such as a laptop's internal screen.
When using an external monitor connected through a Plugable DisplayLink-based dock or video adapter, Windows may not provide a brightness slider for that display.
To adjust the monitor's brightness:
- Use the physical buttons, joystick, or other controls on the monitor.
- Open the monitor's on-screen display (OSD).
- Locate the Brightness or Picture settings.
- Adjust the brightness to the desired level.
Optional Software-Based Brightness Control
Some monitors support DDC/CI, which allows compatible software to control monitor settings such as brightness and contrast.
DisplayLink supports DDC/CI communication with compatible monitors, so a third-party DDC/CI utility may be able to adjust the brightness of a DisplayLink-connected monitor.
Support depends on the monitor, DisplayLink device, and software being used. Plugable recommends using the monitor's built-in controls when possible.
