No. The power button on the front of the UD-CAM controls the docking station's power state and can't turn on the connected computer.
Why Can't the UD-CAM Power Button Turn On My Computer?
Turning a computer on through a docking station requires support from both the docking station and the connected computer. The UD-CAM does not support sending the required power-on command to the host computer.
You can still restart, shut down, or otherwise control the computer's power state through the operating system.
Some computer manufacturers support powering on specific laptops through their own docking stations using manufacturer-specific implementations. Newer USB Power Delivery standards also provide mechanisms that may enable similar functionality when both the dock and host support it, but the UD-CAM does not support this functionality.
